Priorities and financial framework for KI 2027

The President has decided on the direction for KI’s operational planning for 2027 and how the university’s government grant is to be allocated. The decisions provide a common direction and financial framework for next year’s activities. Planning will now continue at campus level and within the Faculty Board, the departments and Professional Services, based on their specific circumstancces and priorities.
The President’s instructions for operational planning set out what KI should prioritise in 2027. Different parts of KI must now set their priorities for the coming year based on the shared direction, the financial framework and the needs of their own operations. The planning must also take into account results from areas such as quality work, risk analysis and operational follow-up.
– KI is a world-class university with strong conditions for continuing to develop both education and research. Our finances are strong, our new model for allocation of research fundinghas been implemented and more funds can be allocated across our operations in 2027. Through the instructions for operational planning, we are setting out a common direction for the whole of KI. Within our university, wise leaders and staff must now make the necessary priorities and use resources where they best contribute to KI’s long-term development, says President Annika Östman Wernerson.
University-wide priorities for 2027
The instructions for operational planning include four areas where KI has a particular need for joint governance, development or coordination in order to fulfil its mission and achieve its goals. They are:
- Quality and links to research, with a focus on subject development, quality work, education offering and dimensioning.
- Strategic skills supply, with a focus on teaching positions, female professors and a sustainable work situation.
- Strategic use of resources and infrastructure, with a focus on multi-year resource planning, education dimensioning, RIKI and premises.
- Governance, security and efficiency, with a focus on ALF, AI, security and preparedness.
In the instructions, the President also assigns a number of tasks to the Vice Presidents, the Faculty Board, the University Director and the Infrastructure Director, which are to be included in their respective operational plans for 2027.

An additional SEK 200 million of the research grant is allocated
The President has decided on the allocation of KI’s preliminary government grant for 2027, meaning the research grant and the education grant. This does not include the compensation for clinical education and research funded through ALF funds.
Of the research grant, a total of 800 million kronor is allocated through the new resource allocation model: 320 million kronor in base funding (40 per cent) and 480 million in performance-based allocation (60 per cent).

In June, the President decided on an initial allocation of the research grant, totalling 600 million kronor. The new decision therefore means that a further 200 million kronor will be allocated, bringing the total allocation for 2027 to 800 million kronor. The increase is made possible by using central agency capital and interest income to fund, among other things, the President’s funds and vacant premises.
"Our education and research are at the heart of KI’s activities. I am therefore pleased that next year we can allocate more resources to where the work is carried out. At the same time, we are maintaining the same distribution between base funding and performance-based allocation as in 2026, which provides continuity as the new model for allocating the research grant is now being established, says President Annika Östman Wernerson.
The Faculty Board and the campus groups allocate funds within their respective budgets
KI’s preliminary government grant for 2027 as a whole amounts to approximately 2.84 billion kronor, excluding ALF-funding. Of this, the Faculty Board is allocated approximately 1.98 billion kronor to allocate further to education and research. This includes the aforementioned 480 million kronor for performance-based allocation. The 320 million kronor in base funding is allocated to the campus groups, where the campus vice presidents, together with the heads of department, decide on the subsequent allocation.
The levels for government grants may be adjusted when the Government decides on KI’s letter of appropriation for 2027 later this year.
What happens next?
The common strategic direction and budgetary frameworks are now being translated into specific tasks and activities for 2027. The campus vice presidents, the Faculty Board, the University Director and Director of Infrastructure are continuing to work on their operational plans based on the President’s instructions, their financial frameworks and an analysis of their own circumstances and priorities. The operational plans must be finalised by 16 December.
