At its meeting in October, the University Board decided on KI’s overall budget framework for government funding in 2027. The University Board also received information on other current matters in the organisation.

The government grant is the funding that KI receives directly from the state for education and research. For 2027, this amounts to just over SEK 3 billion. The University Board decided that a framework of SEK 982 million will go to education and SEK 1.85 billion to research and doctoral education. In addition, nearly SEK 196 million is allocated for KI-wide purposes, mainly shared premises costs and KI Housing.

The University Board decided that no allocation to the President’s funds should be made from the government grants for 2027. By instead drawing the President’s funds from interest income, more funds from the government grants can be allocated to operational activities than previously.

Further decisions on allocation

The next step is for the President and the Faculty Board to decide on the further allocation in accordance with KI’s resource allocation model. The campus vice presidents will then decide on allocations to departments based on priorities set in dialogue with the heads of department.

However, the amounts are provisional, as the Government’s final allocation for 2027 is not yet known. For the time being, planning is based on the government grant being increased by 1.22 per cent to reflect changes in prices and salaries. The President may adjust the amounts if necessary following the Government’s decision and must then inform the University Board.

Unchanged internal rent and increased INDI

  • The University Board also decided to keep the internal rent unchanged at SEK 4,850 per square metre.
  • At the same time, the central charge for indirect costs, INDI, will be increased by 0.5 percentage points to 38.5 per cent for education and 15 per cent for research. This is the first change since 2022. The increase does not cover the full rise in costs within professional services.
  • Central agency capital will be used, but efficiency improvements are needed and several initiatives are under way to manage increased costs for areas such as premises, data storage and AI.

The government grant only forms part of KI’s funding. ALF funds, external research grants, fee income and donations are not included in the amounts decided by the University Board. More information about these income streams in previous years can be found, for example, in KI’s annual report.

Other current matters

In addition to the budget decision, the University Board received information on several current matters, including KI’s research infrastructure and premises provision, as well as developments in education, doctoral education and research. The University Board was also informed about current matters relating to the Nobel Prize in Physiology or Medicine.

The next meeting of the University Board is on 2 December.

Minutes from the meeting will be published in Swedish on the Staff Portal after approval.

The University Board is KI’s board

The University Board is Karolinska Institutet’s board and has overall responsibility for the university’s operations and finances. The University Board includes external members, representatives of teaching staff and students, and the President. The board decides on matters of principle and long-term significance, and monitors that operations are conducted efficiently and in accordance with applicable regulations.
