Zandra Milton new chief legal officer at KI this autumn

Zandra Milton will take up her new position as chief legal officer at Karolinska Institutet on 1 November 2025. She succeeds Helén Törnqvist, who will retire in August after many years of appreciated work. During the transition period, Helena Scarabin will be acting chief legal officer.

"Zandra Milton has broad legal expertise and a strong understanding of the role of law in complex organisations. Her experience from both the court system and the Government Offices gives her a valuable holistic view. I look forward to working with her to further strengthen the legal support for KI's operations," says Sven Carlsson, head of the Office of Legal, Planning and Economic Affairs (JPE).

Zandra Milton succeeds KI's current Chief legal officer Helén Törnqvist, who will retire in August.

"During her time as chief legal officer, Helén Törnqvist has been a highly appreciated leader and colleague. Her solid legal expertise and ability to navigate complex issues have been invaluable to KI. I would like to extend my sincere thanks for her efforts and wish her all the best in the future," says University Director Veronika Sundström.

Zandra Milton comes from the role of head of unit at the Ministry of Health and Social Affairs' Legal Secretariat.

Focused on health issues

She has a solid background in law, with a particular focus on health and medical care issues, infection control and public health – areas that are close to KI's core activities.

"I'm curious about KI as a workplace and I'm attracted to working in an environment where research is conducted at the highest level. I am stimulated by being able to collaborate with people with different professional backgrounds, so this sounded like a challenging and fun managerial position," says Zandra Milton. 

She looks forward to working with her unit at JPE and the continued efforts to make law more accessible and understandable in KI's operations.

"I believe that the law should be an enabler, not a brake block. It's about listening to the needs of the organisation and adapting what is possible, without compromising legal certainty," she says.

Helena Scarabin is a lawyer at the legal unit at JPE and will be acting chief legal officer between 21 August and 30 October.
