Amendment regarding credit transfer in The Higher Education Ordinance
On March 1, 2025, the regulations on credit transfers in The Higher Education Ordinance will change.
The change means that Chapter 6, Section 6 will be repealed, and Section 7 will be amended to read as follows:
A student has the right to apply for credit transfer for previously developed knowledge and skills. However, this does not apply if there is a significant difference between the knowledge and skills that the student refers to and the objectives of the education for which they are intended to be credited.
The knowledge and skills must be such that the student has developed
by having completed a higher education program with passing results at a Swedish higher education institution,
by having completed a higher education program with passing results at a foreign higher education institution,
through other education and documented in a qualification specified in Annex 2 to the Ordinance (2015:545) on the qualification's framework for lifelong learning or which, according to a decision under that ordinance, corresponds to a level in the framework, or
through other education or professional activity.
What does this mean for the assessment of credit transfer applications?
Ongoing credit transfer cases, i.e., those where the appeal period has not yet expired, should be assessed according to the new regulation.
The assessment should be based on the knowledge the student invokes for all 4 points in the new section and, if it is not assessed that there is a significant difference between the invoked knowledge and skills and the education, credit transfer should be granted.
The claimed knowledge and skills that students want to receive credit for should be compared with the learning objectives for the current education.
If the decision-maker does not assess that there is a significant difference between the invoked knowledge and skills and the education, credit transfer should be granted.
For crediting prior learning, it is necessary to assess whether there is a significant difference.
